Q: What IS THE USDA WATER AND WASTE DISPOSAL LOAN & GRANT PROGRAM?

A: This is a federal program through the U.S. Department of Agriculture that supports water, wastewater, stormwater, and biosolids disposal projects. What makes it especially valuable is the 40-year loan repayment term, which gives communities long-term financial flexibility. It’s part of a broader strategy to help rural areas finance essential infrastructure.

Q: What kinds of projects are TYPiCALLY FUNDED?

A: We’ve seen the most success with water and sewer projects, but stormwater improvements can also qualify. The key is meeting the program’s eligibility criteria, especially being located in a rural area—defined as a population under 10,000. Both government entities and certain nonprofits, including federally recognized tribes, can apply.

Q: ARE THERE DEADLINES THAT APPLICANTS SHOULD BE AWARE OF?

A: The USDA accepts applications on a rolling basis, which means communities can apply at any time. However, the application process is more involved than some other programs—it requires a detailed narrative and supporting documentation that clearly outlines the project’s need and community impact. It’s important to address both the eligibility requirements and avoid any listed ineligible costs.

Q: WHO IS ELIGIBLE TO APPLY FOR THIS PROGRAM?

A: In addition to local governments, nonprofits and federally recognized tribes may also be eligible. The primary requirement is that the project serves a rural area with a population under 10,000.

Q: What ADVICE WOULD YOU GIVE TO COMMUNITIES EXPLORING THIS FUNDING?

A: Start by reviewing the USDA’s fact sheet online—it’s a great resource. But even more helpful is establishing a connection with your regional USDA office.
