Project Description

Waukesha County Department of Parks and Land Use is faced with the rehabilitation of pavement at many parks, event spaces, campgrounds, and public works facilities located throughout the County. It can be a challenge to meet the rehabilitation needs for all of these County-owned sites in a given year. Due to the amount of pavement rehabilitation needed for the site and the anticipated cost, the County was unsure of the best way to complete this project.

The goal of this project was to create a pavement management plan for the facility by identifying the areas most in need of rehabilitation, appropriate pavement rehabilitation treatment types, anticipated costs, and a phasing plan for completing all proposed work within three years.

Ruekert & Mielke, Inc. (R/M) completed a visual inspection of all of the pavement areas in question at the site, as well as a review of completed PCI ratings, use of each area and anticipated loadings, drainage patterns, and soil borings logs completed for the site. Using this data, R/M completed a pavement management plan for the site and recommended rehabilitation methods for each pavement area based on pavement deterioration and any underlying issues.

As the project progressed and the County’s budgeting picture was more clear, it became advantageous for the County to complete as much pavement rehabilitation work at the Highway Operations Facility as possible during the 2022 construction year. Working with the County, R/M adapted the scope of the 2022 Phase of the project to include areas slated for improvement in 2023 and 2024 and included them in the project as alternate bids to ensure as much was being completed at the site as possible in 2022.

R/M has built a relationship with Waukesha County over the course of the last five plus years by completing similar successful pavement management plans, pavement design projects, and construction inspection at the Waukesha County Expo Center, Naga-Waukee Park, Menomonee Park Campground, Retzer Nature Center, and the Waukesha County Mental Health Center. R/M is a trusted consultant for the County for issues that go well beyond just pavement management. As a result of this relationship and R/M’s 2021-2023 Pavement Management Design Services contract with the County, the County did not seek proposals from other firms to complete this project.
