The Bipartisan Infrastructure Law (BIL) includes roughly $1.3 billion in federal funding for transportation projects in the state of Wisconsin over the next 5 years. This funding will funnel through four existing programs:

  • Surface Transportation Program (STP)​

  • Local Bridge Improvement Assistance Program​

  • Congestion Mitigation and Air Quality (CMAQ)

  • Transportation Alternatives Program (TAP)​*

    • *TAP is not includ​ed in this so​licitation; a separate BIL solicitation for TAP is anticipated later this summer.

All applications for FFY 2023-2026 BIL funding through the STP, Local Bridge, and/or CMAQ Improvement Programs are due by 5:00 PM on Friday, June 3, 2022.

This solicitation is intended for new, FF2023- 26 design and construction projects.


Program Application Materials

2023-2026 STP-Urban

STP-Urban roadways are functionally classified as urban principal arterials, urban minor arterials and urban collectors.

2023-2026 STP-Rural

STP-Rural roadways are functionally classified as rural principal arterials, rural minor arterials, and rural major collectors.

2023-2026 STP-Local

STP-Local roadways are functionally classified as rural minor collectors, rural local roads, and urban local roads that are located in urban areas with populations under 50,000.

2023-2026 Local Bridge Improvement Assistance Program

The Local Bridge Improvement Assistance Program helps rehabilitate and replace the most seriously deficient existing local bridges on Wisconsin's local highway systems.

2023-2026 Congestion Mitigation & Air Quality (CMAQ) Improvement Program

CMAQ encourages transportation projects that improve air quality. It includes efforts to enhance public transit, bicycle/pedestrian facilities, ridesharing programs, and facilities/technologies that improve traffic flow and vehicle emissions.
